How Private-Label Cosmetics Manufacturing Works in India

Launching a beauty or personal care brand no longer means building a factory. Private-label manufacturing lets a brand owner focus on the idea, the audience and the story while a manufacturer handles formulation, filling and packing.

What private label actually means

In private-label manufacturing, a manufacturer produces a product that is sold under your brand name. The formula can be one the manufacturer has already developed and tested (often called a ready formula), or one built to your brief (custom formulation). You own the brand, the pricing and the customer. The manufacturer owns the process.

Most first-time brands begin with ready formulas because they are faster and need lower volumes. Brands that want a signature texture, active or scent move to custom work once they have proof of demand.

The process, in the order it happens

  1. Define the range. Start with the customer and the use occasion, not the product list. Decide the two or three hero products and the price band.
  2. Choose formulas. Shortlist ready formulas that match your texture, claim and scent direction, or write a brief for a custom formula.
  3. Sample and test. Request samples, use them in real conditions and share structured feedback. Expect one or two rounds of adjustment.
  4. Select packaging. Pick bottles, jars, pumps or airless formats that suit the viscosity of the formula. Packaging lead times are often the longest part of a launch.
  5. Approve artwork and labelling. Labels must carry the information your market requires. This is where compliance and design meet.
  6. Run a pilot batch, then approve for production. Check fill volume, closure torque, batch coding and finished appearance.
  7. Produce, pack and ship with the documents your sales channel and destination market need.

Minimum order quantities and why they vary

Minimums depend on how much is custom. A ready formula in stock packaging has the lowest threshold, because the manufacturer already has the formula and components. Custom formulas, custom moulds and printed packaging raise it, because setup cost has to be spread over more units. At Made by Anadoris, ready-formula launches start from 500 units per product. Other manufacturers set their own thresholds, so compare like with like.

Compliance: what to ask your manufacturer

In India, cosmetics are regulated under the Drugs and Cosmetics Act and the Cosmetics Rules, and the manufacturer holds the manufacturing licence for its premises. Ask any manufacturer to show their licence, their quality system (for example GMP aligned with ISO 22716) and how they handle batch records and stability testing. Labelling responsibilities are shared, so confirm who checks what.

How to choose a manufacturing partner

  • Can they show where the product is made, and is it their own facility?
  • Do they offer both ready formulas and custom formulation, so you can grow without switching?
  • How do they run sampling, and what happens between sample approval and first batch?
  • Which certifications do they hold, with what scope and validity?
  • Who will answer your questions: a named advisor or a generic inbox?

Frequently asked questions

How long does it take to launch a private-label cosmetics brand?

It depends on how much is custom. Ready formulas in stock packaging move fastest. Custom formulation, new moulds and printed packaging add weeks to months, and packaging lead time is usually the longest step.

Do I own the formula in private label?

Not by default. With ready formulas the manufacturer owns the formula and you own the brand. If you need exclusivity or ownership, agree it in writing before development begins.

Can I start with a small quantity?

Yes. Many manufacturers support smaller first runs with ready formulas. Made by Anadoris starts from 500 units per product for ready-formula launches.
