Start with the destination, not the product
Every market sets its own rules for ingredients, labelling and product registration. Choose your first destination early and let its requirements shape the formula, the pack and the paperwork, instead of retrofitting them later.
| Region | Typical requirements to check |
|---|---|
| European Union | A responsible person based in the EU, a product safety report, product notification, and labelling in the required languages |
| United Kingdom | A UK responsible person, a product safety report and notification before sale |
| United States | Facility registration and product listing under the Modernization of Cosmetics Regulation Act, plus adequate safety substantiation and labelling |
| Gulf and Middle East | Importer registration, labelling in Arabic where required, and sometimes certificates such as Halal |
Product documents importers commonly ask for
- A full ingredient list (INCI names) and the formula declaration
- Certificate of analysis for finished batches
- Safety data sheet where applicable
- Stability and compatibility test summaries
- Evidence for any claim made on the pack or in marketing
- Manufacturing practice evidence, such as GMP aligned with ISO 22716
- Certificate of free sale, where the destination asks for one
Packaging and labelling
Labels commonly need the product name and function, net content, ingredient list, batch number, manufacturer or responsible person details, country of origin and usage warnings. Languages and symbols vary. Confirm label content before artwork is printed, because changing a printed label after production is expensive.
Export basics inside India
- An Importer Exporter Code (IEC) for the exporting entity
- GST registration and the correct treatment of exports
- A commercial invoice, packing list and shipping bill
- Correct HS classification of each product
- A freight forwarder familiar with cosmetics and, where needed, temperature or hazard rules for aerosols and flammable fragrance products
What to ask your manufacturer
A manufacturer that exports regularly will already hold most of the documents above and know which importers ask for what. Ask which markets they have shipped to, which documents they can supply, and which certificates they hold with their exact scope. Made by Anadoris supports export-ready documentation as part of private-label projects.
Frequently asked questions
Do I need a licence to export cosmetics from India?
You need an Importer Exporter Code and standard export registrations. Product-specific requirements depend on the destination country, so check them with your importer.
Which documents do importers usually ask for?
Commonly an ingredient list, certificate of analysis, safety data sheet, evidence for claims, manufacturing practice evidence and sometimes a certificate of free sale.
Can one formula be sold in every country?
Rarely without review. Ingredient restrictions and labelling rules differ, so confirm each market before you commit to a formula and pack.
